Hiring a Civil Service Employee
Human Resources has prepared the following guidelines to assist hiring managers and departments with locating pertinent information regarding the recruitment and hiring process of classifed staff from position inception/approval through onboarding.
Prior to initiating the workflow PACT, the hiring manager will do the following:
- Verify the appropriate classification and compensation with the Talent Acquisition
team
- Confirm that there is no pre-existing candidate pool with the State’s Civil Service Commission (i.e. Civil Service List)
The workflow PACT is the authorization to hire. The PACT must be approved before the recruitment process can begin. The PACT should have the following documents attached: organization chart and job description template. Budget and Presidential approval will be required if requesting a new line or if the salary requested is higher than the budgeted salary.
- Jobs are automatically posted to Stockton's job opportunities pages. Noncompetitive positions may be posted on other advertising venues or websites. Please be reminded that the goal is to reach a diverse and qualified applicant pool. Refer to the detailed listing of suggested advertising venues
- In the Applicant Tracking System, the hiring department will review all applicants and continuously update statuses to the appropriate option (i.e. Reviewed - Qualified Proceed, Reviewed - Does Not Qualify) until a successful candidate is identified
- Talent Acquisition team will assist with scheduling interviews and will pre-screen all candidates selected for interview
- Once a candidate is selected, a verbal offer can be made by the Hiring Manager
- Written offers are sent by Talent Acquisition via the Applicant Tracking System; all offers are subject to and contingent upon completion of the University’s mandatory background check and appropriation of funds by the State of New Jersey and receipt by the University
