In accordance with the regulations of the New Jersey State Ethics Commission, it is public policy in New Jersey that the conduct of public officials and employees maintain the respect and confidence of the public.

The Plain Language Guide explains the ethics rules and laws found in the New Jersey Conflicts of Interest Law (N.J.S.A. 52:13D-12 et seq.).

Information in the Guide derives from detailed statutes, regulations and executive orders.  There are ten Principles of Ethical Conduct that will guide you through the details.

As State employees, we have the following specific obligations:

  1. Submit receipts in which they note the date they received New Jersey’s Uniform Ethics Code, the State Ethics Commission’s Plain Language Guide, and the Scholarly Capacity Rule Impact Statement.  The receipt will acknowledge that they are responsible for reading and are bound by the documents.
  2. Annually fill out an Outside Activity Questionnaire; for full time employees or the Conflict of Interest form for adjunct and part-time employees. 
  3. All employees must regularly undergo ethics training by completing the online training module found on the New Jersey State Ethics Commission training page.  In alternating years, employees shall review the Ethics Briefing and/or complete the on-line training.


All employees with supervisory responsibilities must annually fill out a Supervisory Conflicts of Interest Certification.  Employees must also fill out a Request for Approval for Attendance at Events Form before attending events away from work that are sponsored by a non-government group when the invitation is extended to them in their official capacity.  Employees serving in a scholarly capacity must annually fill out a “Annual College and University Disclosure Form".   All individuals involved in purchasing decisions must file and update a Personal and Business Relationships Disclosure Form.

Members of the Board of Trustees are required to complete Executive Order 64 Conflicts of Interest Form.  The University President is required to submit the Financial Disclosure Statement for Public Employees.

Board of Trustees Members and student workers are required to complete the Outside Employment Qustionnaire and provide to the Office of Institutional Diversity and Equity.  This form need only be completed once, unless there is a change.  If there is a change, the Outside Employment Questionnaire must be revised to reflect any changes and resubmitted to the Office of Institutional Diversity and Equity.

Employees are required to complete a Joint Venture Form when jointly sponsoring events and activities with outside entities in accordance with the Guidelines for Joint Venture and Private Financing of State Activities.  The identities of all contributors to joint ventures or private financing must be disclosed in order to dispel any perception by the public that an agency is acting improperly.  All proposals for joint ventures between private entities and State agencies or private financing of State activities must receive prior review and approval.  The Ethics Liaison Officer must make a determination as to whether the joint venture or private financing arrangements would be problematic under Executive Order No. 189, the departmental code of ethics, the Conflicts of Interest Law, any statutory provisions dealing with financing of an agency’s activities and/or dealing with charitable activities, and the Commission’s Guidelines, including the Guidelines on the Receipt of Gifts, the Guidelines on Attendance at Events and Functions, and the Guidelines Governing the Use of Official Stationery.  Where the joint venture proposal is from the Ethics Liaison Officer (ELO) or the Alternate Ethics Liaison Officer (AELO), The ELO or AELO must submit the joint venture form to the Commission to make a determination as to whether the joint venture or private financing arrangements would be problematic.  The Commission must be copied on all joint venture and private financing determinations and reserves its statutory authority to accept, modify or reject all such determinations.

These obligations are mandated by the State of New Jersey and we must comply.  The   State conducts audits of all of its agencies including colleges and universities to review their compliance with its regulations.
